AGB Search is pleased to assist Lamar Institute of Technology (LIT), Lamar State College Orange (LSCO), and Lamar State College Port Arthur (LSCPA) in the search for the Executive Director of Human Resources. All three institutions are members of the Texas State University System (TSUS) and are accredited by the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC). Together they serve the Southeast Texas region—anchored by the “Golden Triangle” of Beaumont, Port Arthur, and Orange—offering more than 50-degree, certificate, and workforce programs across healthcare, energy, technology, public safety, and the arts.

The Executive Director of Human Resources leads and oversees all HR functions—including Employee Relations, Recruiting, Benefits, Compliance, and Training and Development—across all three institutions. Serving as a key stakeholder in organizational strategy, this position reports to the Vice President for Finance and Operations and Chief Financial Officer. The Executive Director advises leadership on change management, resource planning, and the effective implementation of HR processes; drives goal setting, performance feedback, and rewards initiatives; and ensures compliance with all applicable state and federal employment mandates.

Additional responsibilities include overseeing complex employee relations and investigations, managing leave of absence and accommodation administration, conducting equity and market analyses, overseeing benefits and ACA reporting, managing HRIS compliance and HR communications, designing onboarding and offboarding processes, and working with payroll and finance to ensure accurate and timely employee payments. The Executive Director also serves as institutional representative in mediation, litigation, and EEOC proceedings, and manages all Workers’ Compensation claims.

Candidates must hold a bachelor’s degree in human resources or an equivalent field and have a minimum of 10 years of broad HR experience, including at least 5 years of supervisory or leadership experience. Candidates must be highly knowledgeable of employment laws including EEO, ADA, Title VI and VII, FMLA, PDA, and FLSA. Experience in higher education HR and familiarity with Texas public sector employment regulations are strongly preferred. Salary will be commensurate with education and experience.
